Public Records Requests

It is the policy of the CCNO to promptly prepare and maintain all inmate records as required under Ohio Revised Code, Section 149.43. A public record is described as any document, device or item that is created or kept by public office which serves to document the functions of that public office.

Members of the public, professionals, and organizations requesting basic information about the CCNO may be given brochures describing the general operations, background information, and philosophy of the facility.

Inmate records are public records. Certain inmate information is considered confidential, and protected by privacy laws, and will not be available to the public. They include:

  • Medical records
  • Confidential law enforcement investigatory records
  • Information which would disclose the identity of a source or witness to whom confidentiality has been reasonably promised
  • Specific confidential investigatory techniques or procedures or work product and information that would endanger the life or physical safety of law enforcement personnel, crime victim, or confidential informant
  • Records, the release of which is prohibited by state or federal law
  • Social Security number

Release of information concerning staff is a matter of public record. Certain staff information is considered confidential, and protected by privacy laws, and will not be available to the public. They include:

  • Medical Records
  • Residential address, telephone number and familial information
  • Information compiled by an employee assistance program
  • Social Security number
  • Bank account number
  • Debit/charge/credit card numbers
  • Emergency telephone number
  • Voluntary payroll deductions
  • The name, address, employer name and address, Social Security Number, residential telephone number, bank account number, debit/charge/credit card numbers, or emergency telephone number for staff’s spouse, former spouse and children

Copies will be made available, at cost, within a reasonable period of time. The cost for copies of 8.5 x 11 inch, single-sided public records is twenty-five cents per page.
