Doors at the Corrections Center of Northwest Ohio were opened to all jurisdictions as of Thursday although officials remain concerned about overcrowding as another weekend approaches.
Thursday morning’s count stood at 580 or 90 percent following days of peak populations since the previous weekend.
Jail doors were closed last weekend to the City of Toledo as well as Defiance and Fulton counties, reached a record year high of 638 which is the capacity recognized by the Ohio Bureau of Adult Detention. By mid week, the population stood at 613 or 95.5 percent as five of the six jurisdictions were nearing their peak population numbers making it a very unique situation. Williams County is the only jurisdiction with low population figures standing at 75 percent.
CCNO Executive Director Jim Dennis sent pleas to all jurisdictions seeking administrative releases in an effort to reduce the jail population although he said it is evident that additional jail beds are needed. “It’s an example where CCNO needs more beds to meet the needs of law enforcement, the courts and the public,” said Mr. Dennis. He noted that this is the 21st overcrowding emergency declared this year despite 341 administrative early releases granted. In addition, 867 people have been diverted from the jail with the use of electronic monitoring and GPS. “It’s apparent that these measures are working,” he said, “but inadequate to prevent overcrowding emergencies.”
When CCNO reaches 95 percent or 610, jail doors will be closed to those jurisdictions exceeding their allocations.
CCNO policy allows the executive director to place the facility in an emergency status when the inmate population reaches 95 percent. In addition, those jurisdictions with inmate populations above 90 percent are asked to consider granting early releases for eligible inmates.
