Pleas went out Tuesday morning to all jurisdictions as population numbers were nearing record highs at the Corrections Center of Northwest Ohio.
CCNO’s population stood at 613 or 95.5 percent. Not one but five of the six jurisdictions were nearing their peak population numbers making it a very unique situation. Defiance County stood at 57.5 or 93 percent; Fulton County at 47 or 94 percent; Henry County at 36.5 or 96 percent; Lucas County at 191.5 or 97 percent; and the City of Toledo at 243 or 99.6 percent. Williams County is the only jurisdiction with low population figures at 37.5 or 75 percent.
The facility reached a record year high of 638 over the past weekend, the capacity recognized by the Bureau of Adult Detention of Ohio. Over the weekend, jail doors were closed to the City of Toledo along with Defiance and Henry counties. Jail doors were reopened to Fulton and Defiance counties by Monday afternoon and to the City of Toledo by Monday evening when population numbers were reduced for a brief period of time.
“We’re in a unique situation,” said CCNO Executive Director Jim Dennis, as not one but five of the six jurisdictions are nearing their population limits. He noted a similar situation occurred in February 2007. Contact is being made with all jurisdictions, said Mr. Dennis, in an effort to reduce the jail population but it is evident that additional jail beds are needed.
“It’s an example where CCNO needs more beds to meet the needs of law enforcement, the courts and the public,” said Mr. Dennis. He noted that this is the 21st overcrowding emergency declared this year despite 341 administrative early releases granted. In addition, 867 people have been diverted from the jail with the use of electronic monitoring and GPS. “But it’s apparent that these measures are working but inadequate to prevent overcrowding emergencies” he said.
As a result of the overcrowding conditions with five of the six jurisdictions, said Mr. Dennis, they have been advised that reception of new offenders will be limited on a first come, first serve basis for each jurisdiction. CCNO will accept only one offender from Toledo; 1.5 from Henry County; three from Defiance County; three from Fulton County; and 6.5 from Lucas County. Each jurisdiction is asked to prioritize those they want to have incarcerated at CCNO. The .5 offenders represent a shared billing between jurisdictions.
When CCNO reaches 95 percent or 610, jail doors will be closed to those jurisdictions exceeding their allocations.
CCNO policy allows the executive director to place the facility in an emergency status when the inmate population reaches 95 percent. In addition, those jurisdictions with inmate populations above 90 percent are asked to consider granting early releases for eligible inmates.
