Overcrowding Emergency

JUNE 30, 2008

Jail doors at the Corrections Center of Northwest Ohio were closed Saturday to two jurisdictions and remain closed today to only the City of Toledo as a result of overcrowding.

Doors were closed Saturday to the City of Toledo and Henry County.  Henry County's count stood at 36 or 100 percent and the City of Toledo at 264 or 108 percent.  Overall the population on Saturday climbed to a total 624 or 98 percent.

As of Monday morning, jail doors were open to Henry County and continued to be closed to the City of Toledo who remained at 261.5 or 107 percent.  Henry County was able to reduce its population to 33 or 92 percent.  The remaining jurisdictions stood at 42.5 or 85 percent for Williams County, while Defiance County stood at 57 or 92 percent and 38.5 or 77 percent for Fulton County and 180.5 or 92 percent for Lucas County.  Overall the population totaled 613 or 96 percent Monday morning.

It is the fifth overcrowding emergency to be declared in 2008.  There were 23 such emergencies declared in 2007 and 13 in 2006.

CCNO policy allows the Executive Director to place the facility in emergency status when the inmate population reaches 95 percent or 606.  In addition, those jurisdictions with inmate populations about 90 percent are asked to consider granting early releases for eligible inmates.

The CCNO electronic monitoring and GPS program also had 132 offenders being supervised in the community with several hookups scheduled for this week.  CCNO has been running near 90 percent capacity and Judges are using the EM/GPS program as an alternative to incarceration according to Executive Director Jim Dennis.
