Overcrowding Emergency Cancellation

Jail doors at the Corrections Center of Northwest Ohio were open this morning but officials are keeping a close eye on the numbers as jurisdictions are at or near their peak allocations.

Jail doors were closed Saturday to the City of Toledo and Henry County.  By Monday afternoon, jail doors were reopened to Henry County but closed to Defiance County when it was three beds over its limit.

As of this morning, the CCNO population stood at 600 which still exceeds the 90 percent figure or 574 but all jurisdictions were at or below their allotments.  Toledo stood at 243 (allotted 244); Defiance at its allotment of 62; Henry County at 34 (36); Williams County at 48 (50); Fulton County at 39.8 (49) and Lucas County at 172.8 (197).

Saturday’s population at the jail peaked to 610 or 95 percent, causing the first overcrowding emergency to be declared in 2008.

Jurisdictions were notified that CCNO would not accept offenders from Toledo and Defiance County and only a limited number from Henry and Williams counties.  All jurisdictions were encouraged to prioritize those they wished to incarcerate as CCNO cannot make such an attempt.  It was the second time that such a scenario had occurred in the facility’s 18-year history.

CCNO policy allows the executive director to place the facility in an emergency status when the inmate population reaches 95 percent or 606.  In addition, those jurisdictions with inmate populations above 90 percent are asked to consider granting early releases for eligible inmates.
