Overcrowding Emergency

MARCH 31, 2008

Jail doors at the Corrections Center of Northwest Ohio are closed Saturday for the first time in 2008 and remain closed to two jurisdictions due to overcrowding.

Doors were closed Saturday to the City of Toledo and Henry County.  As of this morning, Toledo’s population stood at 250 or six beds over its allotment.  Henry County stood at 37.5 or 1.5 beds over its allotment. 

The overall population had peaked to 617 on Saturday but as of this morning stood at 615 or 96 percent.  Population counts for other jurisdictions as of this morning stood at 60.5 for Defiance County (allocated 62 beds); 39 for Fulton County (49); 185 for Lucas County (197); and 41 for Williams County (50).

It is the first overcrowding emergency to be declared in 2008.  There were 23 such emergencies declared in 2007 and 13 in 2006.

CCNO policy allows the executive director to place the facility in an emergency status when the inmate population reaches 95 percent or 606.  In addition, those jurisdictions with inmate populations above 90 percent are asked to consider granting early releases for eligible inmates.
