Overcrowding Emergency

Jail doors at the Corrections Center of Northwest Ohio were closed over the weekend but no one jurisdiction was to blame for the unusual situation.

Jail doors were closed Saturday as the population peaked to 610 or 95 percent.

Jurisdictions were notified that CCNO would only accept a limited number of offenders from the City of Toledo, Lucas County and Defiance County as all three were nearing their peak bed allocation numbers.  They were encouraged to prioritize those they wished to incarcerate as CCNO cannot make such an attempt.  CCNO accepted offenders on a first come, first serve basis.  It was a specific scenario that had never occurred in the facility’s 17-year history.

The restriction was lifted early Monday morning as the population figures dropped to 593 or 92 percent.  Toledo stood at 239 or 98 percent; Defiance County  at 58 or 94 percent; Fulton County at 40.5 or 81percent; Henry County at 25.5 or 67 percent; Lucas County as 183.5 or 93 percent; and Williams County at 46.5 or 93 percent.

There have now been six overcrowding emergencies declared in 2007.  There were 13 overcrowding emergencies declared in 2006 with the next highest being six in 2004.

When CCNO reaches 95 percent or 610 for one day, it results in closing the doors to those jurisdictions exceeding their allocations.  In addition, those jurisdictions with inmate populations above 90 percent are asked to consider granting early releases for eligible inmates.
