Board Meeting

Staff at the Corrections Center of Northwest Ohio are looking at taking a more active part in placing offenders in re-entry programs as was learned during Wednesday’s CCNO board meeting.

CCNO Executive Director Jim Dennis said discussions are being held to develop a system to place more offenders in re-entry programs – to include referrals to treatment facilities and placement on electronic monitoring programs – in an effort to reduce the population at the jail.  He reported that participation in the CCNO electronic monitoring program continues to increase and stood at 106 participants in Wednesday.

While Mr. Dennis said he is not sure what impact House Bill 86 has had on CCNO, he has noted that Toledo is incarcerating more offenders and attributes that to more police officers being on the streets.  House Bill 86 requires low level felons to be placed in community programs or jail versus prison. 

In his operational report, CCNO Executive Director Jim Dennis said Wednesday’s inmate population stood at 530 or 83 percent.  He noted that the population usually drops slightly during the holiday season.  The population averaged 86 percent or 550 in October and 548 in November. 

Mr. Dennis said the first meeting of the CCNO Judicial Advisory Board is scheduled for Jan. 10.  A state ethics law prohibits judges from serving on jail commissions.  Members will include the presiding judge of the municipal court as well as the presiding judge of each county common pleas court.  This board will appoint one or two members to attend the CCNO board meetings in an advisory capacity.

Board members approved entering into a cooperative purchasing program with the State of Ohio.  The agreement allows CCNO as well as counties, townships, municipalities and other authorities to participate in contracts distributed by the State of Ohio.  Those purchases are for supplies, services, equipment and materials at a reduced price.  CCNO has participated in years past and purchased diesel fuel and vehicles.

Members met in executive sessions for 16 minutes to discussion union negotiations and pending litigation.  No action was taken following the session.
